ssh: handshake failed using packer

packerを利用してVagrant用のBoxファイルを作成しようとしているのですが、
なぜかSSH接続のところで失敗してしまう。

==> virtualbox-iso: Waiting for SSH to become available...
==> virtualbox-iso: Error waiting for SSH: ssh: handshake failed: 
ssh: unable to authenticate, attempted methods [none password], 
no supported methods remain

どうやらkickstartで「%post」部分の処理が行われず
vagrantユーザが作成されていないみたい。

でも、なぜ「%post」部分が実行されないのかが不明。

使っている環境は以下の通り。
Windows 8.1
Packer v0.7.1
Vagrant 1.6.5
VirtualBox 4.3.16

ちなみに、
Windows 7の環境だと成功するのですが、、、

どういうことだー。
